Blue Knights PA4 Gun Raffle Rules

Tickets Sales – For the winners name on a ticket, please do not allow joint ticket purchases. Only one name shall be listed as the purchaser as a firearm cannot be transferred to two people or a group. For example, please avoid “Bill and Betty Jones” or the “Smith Family”.

Winner Notification - Blue Knights PA4 will be responsible for making the initial notification to bingo/raffle winners to let them know they won the bingo/raffle prize if not present at the time of drawing.

Winner List in Writing - To avoid any confusion, the Blue Knights PA4 will provide Ron Mest Sports with a printed or emailed list of the winners of the bingo/raffle(s) that will include the firearm won, the winner's name, and phone number. This assists in providing an audit trail and tracking of winners. Ron Mest Sports will only transfer a firearm to the winner’s name that was sent by the Blue Knights PA4. Another person trying to receive the firearm, in place of the winner, will be considered an illegal “straw” purchase and refused. Please see the Straw Purchase Notification explanation below.

Straw Purchase Notification – It is illegal for a person to attempt to purchase a gun on behalf of another person and this is called a “straw” purchase. This is the same situation for bingos and raffles. The person that purchased the spot or ticket to play the bingo/raffle, is the only person that can receive a firearm (prize) and there are no exceptions. If an employee or volunteer of Blue Knights PA4 changes the name of the winner to a second/third party, they are involved in an illegal straw purchase and this is punishable by law. For Bingos - Please make sure a person purchasing multiple tickets for a group has the name of the actual player for each individual participating and not the purchasers name on multiple tickets. This situation makes it difficult to track who the actual winner is and has straw implications.

Firearm Pickup and Winners’ Fees - Winners of the firearms will be responsible to pay a $10.00 transfer/background check fee and sales tax at time of the transfer at my licensed residence of Ron Mest Sports located at 106 Old Douglass Drive, Douglassville, PA (484-941-1062). Any winner that fails the background check will forfeit the gun back to the Blue Knights PA4.

Firearms will be made available to winners for pickup after Ron Mest Sports receives a printed and/or emailed list of winners as mentioned above. My suggestion is to notify prize winners to contact me the day after or the week after the drawing/game to arrange an appointment for pickup.  

Another suggestion is to provide the winner with a winner’s certificate that lists the gun, my contact information, the need to schedule an appointment, and the sales tax and $10 transfer fee expense so they know exactly how to claim their prize(s).

No Refunds - No cash refunds/payments will be provided in the event that a person refuses the firearm, or they are a prohibited person. In this situation, the prize is the property of Blue Knights PA4 and they can do as they wish with it.

Prizes – Ron Mest Sports will not release any prizes to winners that have not been paid for in advance of pickup. Payment will need to be made prior to prize distribution. In addition, I cannot guarantee firearm availability if you choose a “gun or cash” option because we will not know what a winner will want until well after the event so there could be a slight delay on prize arrival if it is not already in stock. In addition, prize substitutions may need to be made if previously selected firearms were discontinued or difficult to obtain due to volatile social or economic situations beyond my control.

Laws - The Blue Knights PA4 will be required to follow all laws and obtain any permits/licenses/approvals required to hold a bingo/raffle in their township, town, city, county or state as applicable.
